He was born on June 14, 1945 in Leninakan (now - Gyumri).
In 1963 he finished the secondary school after Sundukian with excellent marks.

He's a graduate of the faculty of physics of Yerevan State University.
In 1970 he was elected as Deputy Secretary of the Leninist Communist Youth Union (LCYU) Committee, then - Secretary.

In 1975 he graduated from the correspondence department of faculty of law of Yerevan State University (YSU).

He's a graduate of the correspondence department of Management Academy at the President of the Russian Federation.

In March 1977 he was appointed head of political department of Yerevan Municipal Council.
In March 1978 he worked as a senior reviewer in the ASSR Council of Ministry.

From July 1980 he worked as an instructor in the ASSR Communist Party Central Committee, and from July 1985 - head of sector.

In November 1986 he was elected as a Chairman of People's Deputies Artashat Regional Soviet Executive Committee, and in November 1988 he again moved to ACP Central Committee as a Deputy Head of department.

In June 1990 he was elected First Secretary of ACP Artashat Regional Committee and worked till 1991.

In 1990 he was elected Deputy of RA Parliament. He was member of the RA Parliament Standing Committee on Legal Affairs, in future - Secretary of the Committee.

At the same time from March 1992 to May 1993 he worked in RA Government as First Deputy Business Manager.

From July 2000 to January 2004 he was an Adviser of RA National Assembly Speaker.

In April 2004 he was appointed RA Deputy Ombudsperson.
Married and has three children.
